Citizen MedTech was founded in 2025 by Richard Scott, following a 40-year career in the NHS where he served as Director of Medical Physics and Bioengineering. Although now retired from that role, he continues as a Visiting Professor at Heriot-Watt University’s School of Engineering and Physical Sciences.

 

Our mission is to make regulatory and translational processes more accessible, helping more of the UK’s clinical engineering innovations reach adoption safely and effectively. Building on Richard’s ongoing work with the IEC on electrical medical safety standards, Citizen MedTech encourages the early use of regulations and standards as a foundation for innovation rather than an obstacle.

 

We also provide training in regulatory and compliance topics across academic and healthcare settings. Within the NHS, Richard advises hospitals and develops reports that outline strategies for medical physics and clinical engineering departments to enhance their operations and support innovation.
